The Japan Sports Council (JSC), which operates the soccer lottery (toto), held a promotional event titled "Just Before Valentine's Day! Pray for a Win with a BIG Stack of Cash!? Get Chocolate! - BIG Lottery Commemorative PR Event with Top Prize of Up to 1 Billion Yen" at the J-One Plaza in Shinjuku Takashimaya, Shibuya-ku, Tokyo, on February 12. They announced that the first prize for this lottery, which goes on sale February 15th, will be a maximum of 1 billion yen, the same as last year.
Talent Arie Mizusawa and comedy duo Harisenbon's Haruna Kondo and Haruka Minowa appeared as guests for a talk session. When asked "What would you do if you won 1 billion yen?", Mizusawa said "I want to build a soccer stadium," Kondo said "Take a luxury cruise around the world," and Minowa said "Replace my home appliances and save the rest. I'd grin like an idiot looking at my bankbook."

Since the day before the lottery's launch is Valentine's Day, they were asked about their memories of the holiday. Mizusawa shared, "I got scolded for making chocolates while working part-time." Kondo recounted, "I tried to place a bear cookie on homemade chocolate before it hardened, but it turned into a scary chocolate with only its head sticking out." Minowa revealed, "I gave some to a guy I was close with, and he ignored me starting the next day." After the talk session, they handed out "chocolate money bundles" designed to look like stacks of 1 million yen bills to attendees, promoting the "1 Billion Yen BIG" lottery.

The TV commercial featuring actors Shinichi Tsutsumi and Yoko Maki began airing on February 15.
