On the first day, approximately 500 guests, including representatives from the IOC and IPC, were invited to a reception (co-hosted by the Tokyo Metropolitan Government) at Tokyo Big Sight in Koto Ward.
At the outset, Mori Yoshiro, Chairman of the Organizing Committee, referenced the Rugby World Cup currently being held in Japan: "The recent televised broadcast of the Japan vs. Scotland match achieved exceptionally high ratings. I feel this demonstrates the Japanese people's passion for sports. We want to carry this momentum forward to the 2020 Games. We ask for your continued cooperation."
Tokyo Governor Yuriko Koike stated, "Preparations for the Games are progressing smoothly. Tonight, I hope you will savor a meal featuring Tokyo ingredients and experience the culture of Edo-Tokyo. I look forward to welcoming you all back next year."

Seiko Hashimoto, Minister in Charge of the Tokyo Olympic and Paralympic Games, expressed gratitude to the press for their coverage of the Games to date. "The success of the Games hinges on the enthusiasm for the Paralympics and the recovery of the disaster-affected areas," she stated. "I pledge to focus on the Games, drawing on my experience as an Olympian." Reconstruction Minister Kazunori Tanaka emphasized the "Reconstruction Olympics" and led the toast.

The venue featured dishes made with ingredients from Tokyo and the earthquake-affected areas. The live kitchen offered nigiri sushi and other items. Additionally, displays of Tokyo souvenirs, tourist information, and a furoshiki wrapping experience corner were set up to showcase the host city's appeal.
On stage, attendees were entertained by a collaborative performance of Tsugaru shamisen and kendama, as well as a demonstration of para powerlifting by athlete Eri Yamamoto.
