Naotoshi Sugawara

In 2019, he became the first CDO in a local government, serving in Bandai Town, Fukushima Prefecture. In 2020, he was involved in formulating Ehime Prefecture's Digital Comprehensive Strategy. Since 2021, as the Head of DX Promotion for Ehime Prefecture and its municipalities, he has supported DX efforts in 20 municipalities. Initiatives in both local governments are featured in the Ministry of Internal Affairs and Communications' "Reference Case Collection for Local Government DX Promotion Procedures [Version 1.0]".
As Representative Director of the general incorporated association Publitech, he delivers awareness-raising lectures to local government officials nationwide under the philosophy of empowering people through technology.
