Born in Shimane Prefecture. Specializes in international law and environmental law. Graduated from Kyoto University Faculty of Law. Withdrew from Hitotsubashi University Graduate School of Law doctoral program after completing required coursework. Held positions including Professor at Ryukoku University, Professor at Nagoya University Graduate School, and Professor at the University of Tokyo Institute for Research on Sustainability (IR3S) before assuming current position. Her primary research themes include legal issues concerning international environmental treaties and legal policy related to climate change and energy. She has served as Chair of the Central Environment Council, Chair of the Tokyo Metropolitan Environment Council, Member of the Feed-in Tariff Price Calculation Committee, Member of the Science Council of Japan, and Member of the Asian Development Bank's Advisory Group on Climate Change and Sustainable Development. In March of this year, he was also appointed as a member of the Expert Panel for Promoting Climate Change Countermeasures established at the Prime Minister's Office. He has edited and authored numerous books, including "Contemporary Developments in Environmental Regulation," "The Dynamics of Climate Change Policy," and "Climate Change and International Cooperation."
